    Background

    The client is responsible for monitoring environmental compliance across an expansive territory. It contracts numerous external service providers to deliver waste collection, cleaning, and safety operations. These providers are contractually obligated to meet specific performance benchmarks – Key Performance Indicators (KPIs) – covering aspects such as workforce allocation, street sweeping, vehicle condition, and safety procedures.

    Yet, despite clear contractual expectations, enforcement was a persistent struggle:

    • The inspection team of 100+ relied on paper forms and Excel sheets to track issues.
    • Evidence was inconsistent, making it easy for service providers to dispute violations.
    • Communication delays between inspectors and internal teams made it difficult to act within rectification periods as short as 1 hour.
    • Without central oversight, audit trails were fragile, and data integrity was difficult to guarantee.

    In short, the client was investing substantial effort in a process that lacked speed, structure, and scalability.

    The Challenge

    At the heart of the issue was a fragmented and manual compliance process:

    • Field data was not reaching project officers in time to make enforcement decisions.
    • Service providers lacked visibility into reported non-compliances.
